Stepping Stones of Rockford has received funds to expand services, as made possible via the Winnebago County Community Mental Health Board (MCCMHB) 1/2 Cent Sales Task. Expanded services will be focused on providing outpatient services across the lifespan for those with serious emotional disturbance or serious mental illness, with priority to those receiving Medicaid:
"Stepping Stones Outpatient Counseling Center Stepping Stones Counseling Center will provide compassionate, trauma-informed, value-based community mental health services to individuals and families facing mental and behavioral health barriers in Winnebago County. Mental Health Treatment Services and Case Management offered at the Center will expand and enhance mental health recovery options in Winnebago County. The goal will be to provide children, adolescents and adults with serious mental illness and serious emotional disturbances with Mental Health Treatment including Diagnostic Evaluation, Supportive Counseling, Medication Management and Case Management services in an individual, group or family setting."
The Center is scheduled to open late Summer 2021.
Mental Health services will include on-site and Tele-Psychiatry, individual and family counseling, medication management and case management for those with serious mental illness or serious emotional disturbance. Licensed Clinical Therapists and Case Managers will provide clinical services, with priority afforded to those with Medicaid. The Counseling Center will complement current residential services for adults with serious mental illness. The Center has yet to begin the intake process for clients who meet criteria; further information on the intake process will be shared once the opening date gets closer!
Winnebago County Community Mental Health Board
The purpose of the Winnebago County Community Mental Health Board (WCCMHB) is to plan, implement, and monitor a system of mental health and addiction services for Winnebago County residents suffering from serious mental illness and addictions. WCCMHB distributes sales tax proceeds to provide services to individuals whose illnesses prevent their functioning in age-appropriate social roles. The use of clinical, evidence-based practices allows individuals with serious mental illness and addictions to remain in the community while accessing their care needs.
½ Cent Sales Tax
In the 2020 Winnebago County primary election, there were 43,723 votes cast for the following question: "Do you support raising our community's sales tax one-half cent on a dollar to fund mental health services in our area?" The answer was a resounding... YES! Our community was willing to do something about the mental health crisis right here at home. When you spend two dollars, an additional penny is exclusively earmarked for community mental health and substance use disorder services in Winnebago County. The half-cent tax will raise an estimated 12 to 14 million dollars each year.
Program Year 2021 - 2022
Funding totaling $8.8 Million will support priority areas of mental health treatment, case management, crisis response services, and family and community support. The target populations are infant and early childhood mental health, severe emotional disturbances in children, serious mental illness in adults, and substance abuse disorder in all ages.
